The Provincial Council system was introduced to the Constitution of Sri Lanka through the 13th Amendment in 1987, and the Central Provincial Council was established covering the districts of Kandy, Matale, and Nuwara Eliya.
The Chief Secretary's Office, established at the Central Provincial Council Complex located in Pallekele, Kundasale, provides the necessary guidance, supervision, and regulation—while maintaining strong coordination with the Central Government—to deliver an effective and efficient service to the people of the province through the ministries, departments, and other institutions under the Provincial Council.
Under the leadership of the Chief Secretary - Central Province, five Deputy Chief Secretaries are appointed to cover the areas of Administration, Personnel and Training, Planning, Finance and Engineering Services, and a staff of about 150 officers holding various positions serve in the Chief Secretary's Office.
In addition to the Deputy Chief Secretary Offices, the Provincial Audit Department, the Provincial Engineering Services Department and the Regional Economic Development Agency also operate under the direct supervision of the Chief Secretary, while essential support services are provided by the Management Development and Training Unit, Legal Unit, Translation Unit, Information Technology Unit, and Maintenance Unit.
